Consultant(s): International and Local Experts for the Mid-Term Evaluation of the EREA Programme
Caritas Switzerland is an independent Swiss NGO that operates within Switzerland and in over 20 countries worldwide, including Kosovo. Its mission is to prevent, combat, and eradicate poverty sustainably. To fulfill this mission, Caritas Switzerland promotes equity by supporting inclusive communities that offer opportunities to everyone, irrespective of their ethnic background, group affiliation, or gender. Since 1999, Caritas has been active in Kosovo, focusing on social inclusion, rural development, and rehabilitation. Guided by its 2021-2025 Strategy, the organization prioritizes income, climate change, and migration. In Kosovo, Caritas Switzerland is implementing a notable agricultural project, funded by the Austrian Development Cooperation.
The EREA programme, aims to enhance the socio-economic development of the country by supporting farmers and the agricultural sector in generating income and creating new employment opportunities. Specifically, the EREA programme aims to create more sustainable and inclusive market systems by increasing the participation of producers and market actors, thereby enhancing their income and productivity and reducing poverty among rural populations, particularly women and marginalized groups.
Objective of the Assignment
The objective of this Mid-Term Evaluation is to assess the relevance and effectiveness of programme interventions and provide actionable recommendations for the remaining implementation period (2025–2026).
Duty
Deliverables & Timeline
The assignment includes an inception report, data collection, analysis, and a final mid-term evaluation report. Activities will take place from May to July 2025. The total budget for this evaluation is up to EUR 40,000.
Requirement
Qualifications
- Minimum 10 years in programme evaluation using OECD/DAC criteria.
- Proven experience in rural/agricultural development, gender and social inclusion.
- Strong familiarity with Kosovo’s agriculture sector and relevant policies.
- Evaluation team must include both international and local experts, with fluency in English; at least one member must be fluent in Albanian and Serbian.
