Caritas Switzerland is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. Our International Cooperation focuses on humanitarian aid, income generation, climate change and migration. Caritas Switzerland has been engaged in Cambodia since 2011. In 2014, Caritas Switzerland obtained registration as an International NGO by the Royal Government of Cambodia and maintains a permanent Country Office in Phnom Penh and project-based suboffices. In Cambodia, the impacts of climate change and disasters are further eroding livelihoods and exacerbating migration. The future of the country depends on decreasing its vulnerability to climate change and on creating sustainable livelihoods for the poor. The core themes of CACH in Cambodia are increasing the income of vulnerable people, building the resilience of communities and their adaptation to climate variability and change, and safe migration. Caritas Switzerland’s country programme targets communities most affected by disaster, poverty, and migration in northwestern provinces bordering Thailand.
The Country Director Cambodia is based in Phnom Penh with frequent travels the project sites in the North-West of the country. The country programme currently employs 26 staff and has 4 project offices in addition to the country office. Together with the team of national and international staff and in close cooperation with the Headoffice in Lucerne, s/he will have the overall responsibility for the operational management of the country organisation and for the implementation and development of the country programme in Cambodia, to ensure excellent work standards, sound stewardship of resources, and value for its stakeholders.
Aufgaben
- Lead the operational management of the Country Organization and County Programme of Caritas Switzerland in Cambodia in close collaboration with the Programme Director/Focal Point in Lucerne, in compliance with the strategic orientation (incl. key figures), the guidelines, regulations and standards coming from the Head Office of Caritas Switzerland. The operational management includes tasks regarding HR, finance, administration and compliance with CACH regulations as well as Cambodian law;
- Representation of Caritas Switzerland in Cambodia at national level, in technical working groups and other consultative bodies; Maintain existing and develop new networks with national and regional authorities, national and international networks, implementing partners, private sector, scientific institutions and local donors with presence in the country;
- Supervision and coordination of project teams and local partner organizations in planning, managing and monitoring projects;
- Acquisition and fundraising at national and international levels; elaboration of proposals, reporting and communication, working with donors to secure and/or manage large-scale and/or competitive funding;
- Support country teams to improve data collection, project management, and build a culture of adaptive management, high-quality program performance, and learning;
- Organization of internal assessments and external project evaluations;
- Staff development, team development and partner capacity building;
- Preparation, update and implementation of the organisational guidelines and security policies for the country organisation;
- Organization and implementation of project visits in Cambodia for representatives of Caritas Switzerland, donors, and media representatives;
- Assert working principles and core approaches of Caritas Switzerland, such as rights-based approach, gender equality, conflict sensitivity, climate change and disaster risk sensitivity and ensure compliance with guidelines and standards.
Anforderung
- Master’s degree in International Affairs, Development Studies, Social Sciences, Economy, Environmental Science, or related fields;
- At least 5 years of work experience in the area of international cooperation, including foreign assignments of at least 3 years; 5 years of senior level leadership;
- Experienced people manager with strong leadership skills including demonstrable success in managing (large, complex, transitional) programmes; ability to organise and train staff and promote employee development;
- Strong analytical and research skills as well as excellent planning and organizational skills, attention to detail; able to work in a dynamic environment, to meet deadlines and manage multiple demands;
- Strong intercultural communication and networking skills, with proven ability to work effectively across cross-cultural environments, within partner- and network structures, and with different project teams in multiple offices as well as with existing connections to relevant actors and stakeholders at national, regional, and global levels;
- Demonstrated ability to engage at a high level with government officials, senior INGO and UN agency staff;
- Experience in writing convincing technical proposals and reports on behalf of institutional donors;
- Proven skills in financial and grants management; prior experience with large-scale donors; including SDC, EU, USDoS/USAID and AFD
- Experience in further organizational development as well as strategic and entrepreneurial thinking and acting;
- In-depth understanding of current development challenges in Cambodia, at the practice level as well as the policy level;
- Excellent oral and written English skills;
- Open-minded, honest and reliable personality; ability to engage others
- Resilience, high flexibility, and willingness to travel frequently within the country;
Desirable
- Prior work experience in South-East Asia, especially Cambodia, is a strong asset
- Knowledge of (or willingness to learn) basic Khmer is considered a strong advantage
- Thematic experience in the field of migration, irrigation management, water governance and participatory approaches
- Openness to new ways of working, i.e. holacracy as organizational model
