Consultancy: Final evaluation of the Linked Interventions for Emergencies and Economic-Stability (LIFE) project (Syria)
Caritas Switzerland is seeking a qualified consultant to conduct a final evaluation of the Linked Interventions for Emergencies and Economic-Stability (LIFE) project as per the attached terms of reference. This comprehensive evaluation will cover the project's entire duration, from its inception in October 2022 to its completion in September 2024.
Duty
The LIFE Project aims to contribute to the protection, improved living conditions and strengthened resilience of conflict-affected communities in Syria applying an area-based approach through intervening in three sectors: education, basic needs, and livelihood. The project includes:
The evaluation will measure the extent to which the project has achieved its objectives in enhancing education, addressing basic needs, and improving livelihood opportunities for vulnerable communities. By examining the relevance, efficiency, effectiveness, impact and sustainability of the project's implementation and resources used. The evaluation aims to enhance accountability to donors, stakeholders, and beneficiaries.
- Education activities aiming to support the reintegration of out-of-school girls and boys into the formal education system and enhance retention and academic performance of struggling learners through light schools' rehabilitation, training of teachers, remedial non-formal education, provision of stationary kits, psycho-social support and recreational activities to children and psycho-social support and awareness raising to caregivers.
- The basic needs component which covers 6 months of households' basic needs through multi-purpose cash assistance (MPCA).
- Livelihoods interventions supporting individuals with capacity building, micro business funding, and vocational training to promote potential skilled and unskilled successful business ideas.
The evaluation will measure the extent to which the project has achieved its objectives in enhancing education, addressing basic needs, and improving livelihood opportunities for vulnerable communities. Requirement
- The evaluation consultant/team will comprise the best available mix of skills required to assess the LIFE project, with a diverse level of expertise in areas such as Education, Basic Needs (e.g., food security, shelter), and Livelihoods in conflict or post-conflict settings.
- A proven record of experience at a senior level with complex humanitarian and development projects, particularly in conflict or post-conflict environments.
- A minimum of 7-10 years of experience in conducting evaluations, particularly in humanitarian or development contexts.
- Familiarity with both quantitative and qualitative evaluation methodologies, including data analysis and the use of relevant software tools (e.g., SPSS, NVivo).
- Demonstrated experience in evaluating multi-sectoral projects, including those focused on education, livelihoods, and socio-economic empowerment.
- Experience in working within the Middle East, particularly in Syria or similar conflict-affected areas with available teams and/or data collection partners to in Syria.
Other requirements
- Excellent writing and verbal communication skills in English and Arabic is mandatory.
- Adherence to high ethical standards, with a commitment to ensuring confidentiality, informed consent, and respect for the rights and dignity of all participants.
- If a team or firm is applying, the team must include at least one local expert with a deep understanding of the Syrian context, including socio-political dynamics and cultural considerations.
